Strictly speaking from my own experience here, but from what I heard straight from the horse's mouth, women prefer female representation in every kind of media. On top of that there are women who have big breast, small breasts, are short, are tall, overweight, skinny, ginger... You get the idea.
All of these aspects should be represented, so (as an example) teenage girls with a lot of development in the chest area don't feel like freaks of nature who deserve to be terrorized over it by their peers!
Just hold off drawing them in sexy poses and situations until you are 18.
Also: People will always complain.
